In December, ATE published its local authority active travel capability ratings.

Capability ratings assess how effectively authorities deliver the changes needed to support the objectives in the Cycling and Walking Investment Strategy.

Higher-rated authorities will receive increased funding, while those with lower ratings will benefit from targeted training, support, and guidance to strengthen their capability and deliver more ambitious schemes. This approach will help unlock high-quality, connected, and safe walking, wheeling, and cycling infrastructure across the country.

Nine local authorities improved their capability rating in 2025, contributing to a 10% improvement from last year.

Capability ratings will be reviewed again in 2027, giving authorities the opportunity to demonstrate further progress. Improved scores could lead to additional funding uplifts.
