Best Mode Shift Month Campaign – Residential
Travel Choices – TPS Transport Consultants
During Mode Shift Month 2025, the Travel Choices team at TPS Transport Consultants delivered a community-focused campaign to encourage cycling among residents of the Snowhill housing development in Wakefield. Working in partnership with Halfords, and with support from Persimmon Homes, the team hosted a free Dr Bike session within the site’s public open space. The event gave residents the opportunity to benefit from free bicycle safety checks, maintenance advice and bike security tagging.
To enhance the support on offer and ensure residents could benefit from specialist local knowledge, Wakefield District Cycle Forum also attended, providing guidance on local cycling routes and distributing maps of the surrounding area. Complementing the event and creating a lasting legacy, the Travel Choices team produced a bespoke Snowhill Cycling Guide. The guide encourages residents to explore local cycling opportunities and includes practical advice such as cycling safety tips, an introduction to the ‘M-check’, useful links and further resources.
Target Audience
The campaign promoted cycling as a viable mode of transport to all 400 households within the Snowhill housing estate, supporting active travel and sustainable mobility.
Location
The event took place on public green space within the Snowhill development, Ruby Street WF1, Wakefield.
Budget
£2,750 – covering Halfords’ attendance and the design, printing, and distribution of the bespoke Snowhill Cycling Guide.
Participation and impact
- 16 residents booked slots for the Dr Bike session, all attended. The session was fully booked with a waiting list.
- 3 additional residents brought their bicycles on the day.
- Every participant received a Bronze-level bike service (valued at £40) completely free.
Residents were supported in overcoming financial and logistical barriers to cycling, making active travel more accessible.
Barriers and Solutions

Solution: Wakefield District Cycle Forum attended, offering maps and guidance. - Both adult and children’s bicycles were serviced – ensuring mobility for all residents.
