Developments in Micromobility Regulation

Last year, the Ministry of Housing, Communities, and Local Government published the English Devolution Bill White Paper, outlining ambitious plans to expand devolution across England. The full document can be viewed here.

A key highlight for transport is the Government’s commitment to establishing a regulatory framework for on-street micromobility schemes. According to the White Paper:

“Local Transport Authorities will be empowered to regulate on-street micromobility schemes (like hire bikes), so local areas can shape these schemes around their needs, connect people to public transport, and tackle the scourge of badly parked cycles and e-cycles.”

We’re optimistic about the potential benefits shared micromobility can deliver nationwide, from improving connectivity to supporting sustainable travel. Empowering local leaders will ensure these schemes are equitable, effective, and tailored to the needs of their communities.
