Modeshift STARS Programme Manager (Corporate)

The STARS Programme Manager (Corporate) has a specific focus on developing the STARS Business and STARS Healthcare programmes, ensuring that they are fit for purpose for our Corporate Members, and driving the growth and expansion of the schemes. They also have responsibility for developing new areas of work, including our expanding STARS portfolio and focus on spectator and audience travel to events and venues.

RESPONSIBLE TO: Modeshift STARS National Portfolio Manager

RESPONSIBLE FOR: No responsibility for staff

SALARY: £32,000 – £39,000

START DATE: From 1 April 2025

LOCATION: Hybrid. Mix of Modeshift Darlington office (minimum of 2-days per month) and home based, or at events.  Some travel to local authorities, events and meetings in the UK will be required.

WORKING HOURS: 37.5-hours per week Monday to Friday. Working hours between 8am-6pm. Core working hours are 10am-12noon and 2pm-4pm. Special working arrangements must be agreed with your manager.

CONTRACT: Fixed term of one year, reviewed annually

Our Modeshift STARS accreditation schemes provide a simple 5-step process that empowers organisations to enhance everyday journeys.

Organisations are supported to create, deliver, and track the effectiveness of their Travel Plans whilst working towards national accreditation. Almost 8,000 Modeshift STARS accreditation awards have been distributed nationally to sites that have delivered a variety of engaging and effective travel initiatives which have impacted millions of people across the country.

Modeshift work with thousands of business, healthcare, education, and community settings across the UK to improve Travel Plan standards, share best practice, and award Modeshift STARS accreditation to sites that have enhanced opportunities to walk, wheel, ride, and use public transport for everyday journeys.

Purpose of Post

Our STARS Programme Managers develop and implement scheme specific Modeshift STARS Delivery Plans supporting growing levels of sustainable and active travel across the range of Modeshift STARS schemes. This includes leading on the development and expansion of the Modeshift STARS programmes which currently include the STARS Education, STARS Business, STARS Healthcare and STARS Residential schemes. A key focus is on growing the number of customers that use the Modeshift STARS schemes to develop and implement their Travel Plans.

They also have responsibility for developing new areas of work, including our expanding STARS portfolio and focus on spectator and audience travel to events and venues.

What you need for this position

We’re looking for someone with an outstanding background in stakeholder management, with experience of growing and expanding programmes of work. This will require the following skills and experience:

  • Excellent stakeholder management skills, including experience in customer relationship building and management, with an ability to convey important information to customers
  • Experience in creating and implementing fresh sales strategies, with an ability to review data, interpret statistics, and use this to develop strategies for growth
  • Planning, coordinating and directing the distribution of products or services
  • Ability to identify and share best practice across services and products
  • Experience of Travel Plans and behaviour change programmes in a range of settings

Main Duties & Responsibilities

  1. Create, implement, monitor, and report on an annual Modeshift STARS Delivery Plan that focuses on the growth and retention of licence holders and sites achieving STARS accreditation
  2. Work alongside the Modeshift STARS Portfolio Manager on the development and delivery of new schemes and features for Modeshift STARS. Seeking out, and responding to new opportunities, whilst ensuring projects are delivered to time and customer expectations are met
  3. Development of the Modeshift STARS schemes to attract new customers from a range of sectors, ensuring that the schemes and the system are meeting our customer needs, and identifying opportunities for the growth and expansion of the STARS portfolio, including new schemes and features
  4. Actively promote Modeshift Membership and STARS licences to engaged and non-engaged Members, sites, and stakeholders, including developing and enhancing strong relationships with all STARS licence holders, with the ultimate aim of expanding our customer base
  5. Provide support, guidance and best practice to STARS licence holders with a view to retaining their custom, and supporting them to grow levels of STARS accreditation
  6. Coordination of STARS Focus Groups in partnership with the Modeshift Board STARS Focus Group Executives
  7. Development of guidance for STARS system users that supports with the preparation, implementation of a Travel Plan and achievement of STARS accreditation, and facilitation of related training
  8. Work with the Modeshift Growth and Retention team to promote the Modeshift STARS schemes, including providing content for the public Modeshift STARS website pages, STARS newsletter, social media, and other publications to ensure that it is up to date and displays the most recent best practice, news, and events
  9. Identify opportunities to present relevant best practice examples for Modeshift training and events, including delivering Modeshift and Modeshift STARS training, coordinating online events, the National Modeshift Convention, STARS Summit, and regional networking events
  10. Work in partnership with national bodies and stakeholders to ensure the Modeshift STARS schemes are supporting other initiatives to maximise modal shift, alongside and showcasing achievements.
  11. Champion the delivery of the Modeshift diversity, equality and inclusion action plan by taking specific actions and promoting an inclusive environment where people feel valued and supported in their work
  12. Share progress updates and seek input on your work streams from various stakeholders including your peers, Modeshift Board Executive Members and Non-Executive Members

Other responsibilities

  • Deliver high quality premium services, giving our customers a positive experience of Modeshift, by listening, understanding, valuing, and responding to our customer’s needs and requirements
  • Contribute to monthly updates to the Modeshift Management Board and presentations at board meetings
  • Attend all Modeshift Management Board meetings and conferences
  • Attend and support delivery of the National Modeshift Convention (November), assist with the Team Modeshift National Awards, and support the delivery of The National STARS Summit (March)
  • Any other duties of a related nature which might be reasonably required and allocated by the Modeshift Chief Operating Officer
