POST TITLE: Principal Transportation Planner

LOCATION: Within the London Borough of Hackney
RESPONSIBLE TO: Group Engineer; Sustainable Transport and Engagement
RESPONSIBLE FOR: Up to 6 staff

PURPOSE OF THE JOB:
1. a) To work with the Team Leader on strategic and operational management responsibility
for a Transportation Planning team in order to achieve timely, effective Transport Planning
outcomes which uphold the Council’s Core Values and meet the challenges of Best Value
and Comprehensive Performance Assessment.
b) To have strategic and effective operational management responsibilities for a
Transportation Planning team in order to achieve timely, effective Transport Planning
outcomes which uphold the Council’s Core Values and meet the challenges of Best Value
and Comprehensive Performance Assessment.
2. To deputise for the Group Manager – Network and Transportation, on a limited basis as
required in turn with the other Principal Officers in the team.
3. To be an active member of and contribute to the development of the Network and
Transportation Team.
4. To be responsible for ensuring statutory and legal obligations are delivered and
communicated in a customer focussed manner, optimising available resources.
5. To be a lead officer for the Authority in their particular area of specialism.

6. To represent the Council as an expert spokesperson on issues related to the functional
area.
7. a) To work with other senior managers as well as in a major strategic role in managing
cross directorate corporate projects which will facilitate both divisional and corporate
initiatives
8. To contribute to staff training, development and performance. To continually review
professional standards to ensure potency and external recognition and, reputation of the
Unit.
9. a) To take a lead role and participate in the effective overall management of the Traffic
Management Service and to be a member of and actively contribute to the extended
Management Team.
10. a) To be responsible and accountable for monitoring budget(s) delegated to the postholder
bringing to the attention of the Team Leader any areas of concern.
b) To be responsible and accountable for budget(s) delegated to the postholder taking the
appropriate corrective management action where applicable.
11. To continually benchmark the services provided to ensure optimum service delivery to the
Authority, partner organisations, customers and clients.
MAIN AREAS OF RESPONSIBILITY:
Management of People/ Leadership
1. To be responsible for the direct management of staff, staff training and development.
2. a) To be responsible for the efficient and effective performance management of the team,
developing, prioritising and reviewing its activities in conjunction with the Team Leader.
Also establishing work programmes and targets, ensuring their achievement.

Strategic Thinking and Planning
3. To be responsible for ensuring that advice given and recommendations made by team
members have full and proper regard for the Council’s policies, standards and relevant
Government legislation and guidance.
4. To lead on the development of policies, programmes and systems for the provision of the
service to address the changing demand on the Service and in accord with Best Value.

Managing Services and Delivery
5. To ensure that duties are carried out in accordance with the Council’s policies and Code of
Conduct, incorporating the principles of valuing diversity.
6. To continually review the services delivered, developing and implementing
customer-focussed standards in a regulatory environment, meeting laid down
performance indicators.
7. To inform, advise and respond to residents and customers as individuals as well as
through representation at Committees and other public forums.
8. To take a lead role where required in a range of Transportation Planning work – ensuring
it is effectively and efficiently carried out.
Communication
9. To liaise with other parties to ensure that appropriate information is available and taken
into account in order to perform duties effectively.
10. To act as the Council’s senior expert spokesperson on issues related to Transportation
Planning in the functional area, representing the team/division and ensuring that
communications with colleagues, Council Members, the public and others are dealt with to
an exceptional standard.
Partnership Working/Personal Effectiveness
11. To liaise and negotiate with interested parties e.g. stakeholders, developers, Chief Officers
in order to secure resolution of potential conflicts and high quality, innovative outcomes
that reflect Service objectives.
12. To take a proactive role in ensuring that links with the community and other service users
are developed in a responsible and inclusive manner, ensuring particular attention to the
needs of disadvantaged groups.
Managing Projects and Resources
13. To take the strategic lead role for specific projects, and/or be the lead member of a project
team involving other disciplines, working to agreed deadlines with identifiable outcomes.
14. To be responsible for the identification of IT needs to ensure the service area maximises
the use of available resources.
15. To ensure that all expenditure achieves maximum value for money and that income is
maximised within agreed policies, including the realisation of opportunities to negotiate
income and other benefits and obligations through various, appropriate, sources of
funding.
16. a) To contribute to the appointment, management and administration of consultants and
agency staff. Preparation of consultants briefs, contracts, negotiations, evaluation of
tenders and monitoring of their performance.
